PURPOSE
To provide engineering expertise and guidance in a variety of municipal government settings including residential and commercial development plan review, public works, public infrastructure asset management/planning, roadway safety, construction management/inspection, stormwater management, and flood plain management.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Advise the Public Works Director and other city officials on all matters pertaining to engineering.
  2. Oversee the preparation of plans, specifications, and bidding schedules for construction, maintenance/repair of City public works projects.
  3. Serve as project engineer on City construction and maintenance projects and related activities.
  4. Provide plan review of subdivision, land use/zoning, development, construction applications and prepare review comments and/or provide approval/recommendation to the appropriate City governing body.
  5. Conduct field inspections of construction sites/activities to ensure compliance with city codes, development, construction standards, stormwater codes, and approved plans.
  6. Assist in the development of short- and long-range capital improvement programming and crafting the appropriate budget proposals.
  7. Administers and ensures MS4 compliance, including permitting, PRP development and implementation, management of all six (6) Minimum Control Measures (MCMs), and annual inspections and reporting.
  8. Provide Flood Plain Management and administers the FEMA flood prevention program for the City.
  9. Monitors changes in standard construction and engineering practices and when appropriate recommends updates to the applicable city codes/policy to ensure best practices are followed.
  10. Fields questions and reviews concerns/complaints from the public on a variety of topics including traffic, grading, right-of-way, easements, and site construction/development issues.
  11. Attends all Board of Aldermen, Planning and Zoning Commission and other public meetings as necessary.
  12. Other engineering services as necessary for City operations.

 

QUALIFICATIONS:

  1. Must possess a valid Missouri driver’s license and ability to operate a motor vehicle.
  2. Ability to read, interpret and understand civil engineering drawings, architectural drawings, records, specifications, building codes, construction plans, and proposals.
  3. Knowledge of City building, land use/zoning, stormwater, development codes and regulations.
  4. Any combination of experience and training that would likely provide the required knowledge, skills, and abilities as qualifying. A typical way to obtain the knowledge and abilities would be:

 

Experience:  Five to six years of increasingly responsible experience in any field of civil engineering such as design, construction management, or field inspection, preferably in local or state government.

Training:  A bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field with courses or seminars in mathematics, drafting, surveying, and engineering design and construction.

Purpose and Essential Duties
The Electrical Engineer will provide technical authority and direction as the Engineer of Record (EOR) for the development of electrical engineering designs, studies and solutions and part of an integrated project team. Electrical Engineer’s responsibilities include overseeing the creation of technical design solutions and/or studies.

Specific responsibilities include:

  • Responsible to oversee and direct the electrical engineering of projects in accordance with engineering best practices, company standards and in compliance with the National Electrical Code.
  • Assist the Project Manager in establishing and preparing project budgets, project execution plans, construction cost estimates and project schedules.
  • Execute the electrical engineering aspects of a project within the budget, schedule and quality as agreed with the Project Manager.
  • Prepare engineering documents in the form of study reports, drawings and specifications that maybe stamped and signed as required.
  • Prepare Addendums, Proposal Requests (PR) and Supplemental Instructions (SI) for projects.
  • Provide mentoring and technical direction to Electrical Designers and BIM/CAD Technicians.
  • Attend meetings with clients and prepare meeting notes as appropriate.
  • Coordinate communications in relation to electrical engineering with project team members, clients and the Authority Having Jurisdiction (AHJ).
  • Coordinate design solutions with other technical disciplines within the integrated project team.
  • Assist in quality assurance reviews for all project disciplines.
  • Attend site visits for the purposes of investigation, survey and record of existing conditions.
  • Uphold and promote the Bernhard brand by guaranteeing excellence in the execution of work and ensuring a positive client experience.
  • Any other duties as assigned by Company Leadership.

This position is Full Time, Exempt, and reports to Lead Electrical Engineer, PE.

Required Education, Experience and Qualifications

  • Required to have a Baccalaureate Degree in Electrical Engineering or Architectural Engineering.
  • Required to have a Professional Engineering (PE) license.
  • Zero years’ experience post PE license award (entry engineer position).
  • Required experience with large commercial projects.
  • Demonstrate a working knowledge of the National Electrical Code (NEC).
  • Effective written and oral communication skills.
  • Clean Driving Record.
  • Effective verbal and written communication skills.
  • Detail oriented and willing to tackle various ongoing projects in a fast paced environment.
  • Well versed in the industry and the Company’s competitors.
  • Excellent multitasking skills, with the ability to perform duties outside of scope of work when necessary.

Preferred Education, Experience and Qualifications

  • Preferred experience with Healthcare projects.
  • Preferred experience with Higher Education projects.
  • Preferred experience with Central Energy Plant (CEP) electrical infrastructure projects.

Travel Requirements

  • Travel shall be required on occasion depending on project need and location. The travel commitment is estimated to be around 10-20% of regular work schedule per month.

Physical/Work Environment Requirements

  • Shall require long periods of sitting or standing at a desk in front of a computer in a quiet office environment.
  • Will require on occasion the ability to walk, climb and crawl on a project construction site on.
  • On occasion shall be exposed to inclement weather.

  • Prepare drawings for mechanical systems that include ductwork and pipe routing and sizing detail design, drawing organization, and some controls design.
  • Preform load calculations, duct and pipe calculations and ventilation calculations.
  • Review project submittals for compliance and approves or rejects accordingly.

We are seeking an experienced Illinois Civil Engineer with specialization in Transportation Engineering to become a key member of our team.

Experience Level:  4-6 years in civil engineering design desired, but not required, with emphasis in transportation/roadway design

Qualifications Desired:

  • 4-6 years of experience post-graduation desired, but not required, with some experience in the design of roadways, streets, and/or highways preferably.
