Job Description
ABNA, has an immediate need for a Structural Engineer with an SE. This is an outstanding opportunity for someone with at least 5 – 10 years of experience in structural design who also possesses strong project management and leadership skills. The Structural Engineer will work with the Engineering Manager to manage contracts and coordinate client communication.

Qualifications:
Structural Engineer candidate shall possess at least 5 years’ experience of highway engineering or civil design of structures and an Illinois S.E. All candidates must have a Bachelor of Science in Civil or Structural Engineering. Structural Engineer shall have at least 2 -5 years of horizontal structural design experience. Experience with Microstation, Geopak, and standard Structural design programs are highly desired.

About ABNA:
ABNA provides services in the areas of Land & Transportation Planning, Structural Design, GIS & Mapping, Civil Engineering Design, Construction Management, Material Testing, and Land Surveying primarily in the Midwest. The engineering department is currently working on a number of exciting projects across the Midwest, including design work on for Illinois Tollway, Illinois DOT, CTA and construction engineering for other regional transportation agencies. POSITION OVERVIEW:
The Bureau of Water is seeking a qualified individual to serve as the Deputy Bureau Chief for the Division of Water Pollution Control (DWPC) located in Springfield, IL. The selected candidate will possess strong leadership and communication skills, be willing to use innovative ways to guide the DWPC and its staff consisting of approximately 146 individuals into the many new and existing water pollution control programs. As a leader for the DWPC, the individual in this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Water on various water pollution control policies to state, federal and local governments, industry, public interest groups, and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies, standards, procedural guidelines for all DWPC operations to secure and continue delegation of authority from the U.S. Environmental Protection Agency (USEPA). This individual also recommends, prepares and submits Illinois Pollution Control Board (PCB) rules and regulations, legislative initiatives, and Agency procedures to further water pollution control programs.

POSITION ESSENTIAL FUNCTIONS:
30% – As Deputy Bureau Chief of the Division of Water Pollution Control (DWPC), plans, organizes, reviews and directs the activities of the DWPC:
Prepares within Agency guidelines, the division action plan for the statewide Pollution Control Programs to insure goals set by United States Environmental Protection Agency (USEPA) are consistently met; maintains liaison with other divisions and coordinates inter- divisional programs;
Represents and speaks on behalf of the Bureau Chief, Agency and the Director of IEPA at various meetings and conferences;
Collaborates on the Division’s Pollution Control programs with federal, state and local governmental agencies and officials.
Travels in performance of duties.

25% – Supervises subordinate managers engaged in conducting the statewide DWPC programs of Field Operations Section, Water Pollution Control Permits, Water Quality Standards, Water Pollution Surface Water and Water Pollution Compliance Assurance:
Assists in interpreting with State, Agency and Divisional policy for subordinates and other Agency personnel;

Assigns and reviews work;
Provides guidance and training to assigned staff; Reassigns staff to meet day to day operating needs; Establishes annual goals and objectives; Approves/disapproves time off;
Adjusts grievances, and effectively recommends and imposes discipline, up to and including discharge;
Prepares and signs performance evaluations

20% – Insures effective implementation of comprehensive programs to regulate complex municipal and industrial sources of pollution through application of treatment technology, compliance assistance and enforcement:
Oversees the development and implementation of programs to address pollution from diverse sources.

10% – Initiates and establishes policies, standards and procedural guidelines for DWPC operations to secure and continue delegation of authority from USEPA for all DWPC programs:
Develops and implements all necessary Divisional programs to carry out both long term and short term objectives;
Estimates resources (staffing, dollars, legislation and regulations) to accomplish goals and objectives;
Establishes budget priorities for the Division, and directs and monitors their implementation.

10% – Responsible for recommendations, preparation and submission to Bureau Chief or Agency Director, the necessary legislative initiatives, proposed changes to the PCB rules and regulations, and Agency policy and procedures necessary to accomplish program objectives:
Provides and seeks opportunities for input from the regulated community and public interest groups on Agency rulemaking proposals.

5% – Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
MINIMUM REQUIREMENTS
Requires a Bachelor’s Degree in Engineering
At least (3) three years of experience in managing a staff of highly technical professionals At least (4) four years of experience applying State and Federal water pollution control laws

Mechanical Engineer

Job Description

This position will be responsible for the successful completion of a diverse range of Mechanical projects include Heating Ventilation and Air Conditioning (HVAC), Chillers, Boilers, Air Handling, Plumbing, Piping, Pump Stations, and similar design and construction projects or studies. Projects and clients may include Compressed Natural Gas (CNG) stations, airports, educational facilities, industrial facilities, commercial facilities, government facilities, and other facilities with small to medium central utility plants.
Responsible for ensuring the successful execution of design services may include the following tasks and duties:
• Develop reports, technical memos, and design studies.
• Prepare construction documents which include plans, specifications, cost estimates, and construction schedules.
• Take projects from inception to completion.
• Manage projects, project teams, clients, project scopes, project budgets and project schedules. Lead a mechanical group and be capable and willing to help grow the group.
• Marketing support which may include identifying new clients and opportunities as well as writing proposals.
• Coordinate design with internal and external clients.
• Coordinate activities of several disciplines on a project while also serving as lead mechanical engineer.
• Contract negotiations or preparation.
• Participate in project planning, budgeting, and scheduling.
• Take charge of the mechanical discipline on projects and mentor others.

Qualifications:
• Must have a Bachelor’s of Science in Mechanical Engineering from an ABET accredited university or college.
• Must be registered as a Professional Engineer (PE). If this registration is not currently in Missouri and Illinois, then candidate must be capable of obtaining registration in these states.
• Desirable candidate will have 5-15 years of relevant design experience.
• Proficient with Microsoft Word and Excel. Knowledge of Microsoft Project is desirable.
• Experience using Trane’s Trace 700 program and AutoCAD or REVIT.
We are looking for candidates with the ability to work in a highly flexible, team-oriented environment, who have exceptional communication, analytical and organizational skills able to assume the role as the lead engineer or as a design engineer supporting other lead engineers on large projects.

Qualifications:
• BS in Electrical Engineering with lighting emphasis preferred and registered as a Professional Engineer (PE).
• 5-10 years of electrical design experience.
• Working knowledge of Microsoft Word, Microsoft Excel, and Microsoft Project.
• Working knowledge of a CAD platform either MicroStation and or AutoCAD is necessary.
• Knowledge of a second CAD platform, Revit, and AGi32 is a plus.
• Good working knowledge of the NEC, NFPA, and IESNA standards.
